13 "To God belong wisdom1 and power;2 counsel and understanding are his.3 14 What he tears down4 cannot be rebuilt;5 the man he imprisons cannot be released.6 15 If he holds back the waters,7 there is drought;8 if he lets them loose, they devastate the land.9 16 To him belong strength and victory;10 both deceived and deceiver are his.11 17 He leads counselors away stripped12 and makes fools of judges.13 18 He takes off the shackles14 put on by kings and ties a loinclotha around their waist.15 19 He leads priests away stripped16 and overthrows men long established.17 20 He silences the lips of trusted advisers and takes away the discernment of elders.18 21 He pours contempt on nobles19 and disarms the mighty.20 22 He reveals the deep things of darkness21 and brings deep shadows22 into the light.23 23 He makes nations great, and destroys them;24 he enlarges nations,25 and disperses them.26 24 He deprives the leaders of the earth of their reason;27 he sends them wandering through a trackless waste.28 25 They grope in darkness with no light;29 he makes them stagger like drunkards.30
