These are the words Moses spoke to all Israel in the desert east of the Jordan1--that is, in the Arabah2--opposite Suph, between Paran3 and Tophel, Laban, Hazeroth and Dizahab.

(It takes eleven days to go from Horeb4 to Kadesh Barnea5 by the Mount Seir6 road.)73
In the fortieth year,8 on the first day of the eleventh month,9 Moses proclaimed10 to the Israelites all that the LORD had commanded him concerning them.

This was after he had defeated Sihon11 king of the Amorites,12 who reigned in Heshbon,13 and at Edrei had defeated Og14 king of Bashan, who reigned in Ashtaroth.155
East of the Jordan in the territory of Moab,16 Moses began to expound this law, saying:

The LORD our God said to us17 at Horeb,18 "You have stayed long enough19 at this mountain.

Break camp and advance into the hill country of the Amorites;20 go to all the neighboring peoples in the Arabah,21 in the mountains, in the western foothills, in the Negev22 and along the coast, to the land of the Canaanites23 and to Lebanon,24 as far as the great river, the Euphrates.25
