Revised Standard Version (RSV) New International Version (NIV)
Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God. 1 Everyone must submit himself to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God.
Therefore he who resists the authorities resists what God has appointed, and those who resist will incur judgment. 2 Consequently, he who rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves.
For rulers are not a terror to good conduct, but to bad. Would you have no fear of him who is in authority? Then do what is good, and you will receive his approval, 3 For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and he will commend you.
for he is God's servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain; he is the servant of God to execute his wrath on the wrongdoer. 4 For he is God's servant to do you good. But if you do wrong, be afraid, for he does not bear the sword for nothing. He is God's servant, an agent of wrath to bring punishment on the wrongdoer.
Therefore one must be subject, not only to avoid God's wrath but also for the sake of conscience. 5 Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also because of conscience.
For the same reason you also pay taxes, for the authorities are ministers of God, attending to this very thing. 6 This is also why you pay taxes, for the authorities are God's servants, who give their full time to governing.
Pay all of them their dues, taxes to whom taxes are due, revenue to whom revenue is due, respect to whom respect is due, honor to whom honor is due. 7 Give everyone what you owe him: If you owe taxes, pay taxes; if revenue, then revenue; if respect, then respect; if honor, then honor.
