Verily I say unto you, Whatever ye shall bind on earth shall be bound in the heaven; and whatever ye shall loose on earth shall be loosed in the heaven.
Verily I say unto you To them all, what he had said before to Peter; (See Gill on Matthew 16:19): what is said here, refers to things and not persons, as there also.

But if he will not hear thee, then take with thee one or two more that in the mouth of two or three witnesses every word may be established.

And if he shall neglect to hear them, tell it unto the congregation {Gr. ekklesia – called out ones}; but if he neglects to hear the congregation, let him be unto thee as a worldly man and a publican.
