17 `And if he may not hear them, say [it] to the assembly, and if also the assembly he may not hear, let him be to thee as the heathen man and the tax-gatherer.

If they still refuse to listen, tell it to the church; and if they refuse to listen even to the church, treat them as you would a pagan or a tax collector.
