Leviticus 5:11-13 NIV

11 " 'If, however, he cannot afford1 two doves or two young pigeons,2 he is to bring as an offering for his sin a tenth of an ephaha3 of fine flour4 for a sin offering. He must not put oil or incense on it, because it is a sin offering.
