3 And it came to pass in the fortieth year, in the eleventh month, on the first day of the month, that Moses spoke unto the children of Israel according unto all that the LORD had given him in commandment unto them,

Deuteronomy 1:3

And it came to pass in the fortieth year
That is, of the coming of the children of Israel out of Egypt:

in the eleventh month;
the month Shebet, as the Targum of Jonathan, which answers to part of January and part of February:

in the first day of the month, that Moses spoke unto the children of
Israel according to all that the Lord had given him in commandment unto
them;
repeated to them the several commandments, which the Lord had delivered to him at different times.

1 These are the words which Moses spoke unto all Israel on this side of the Jordan in the wilderness, in the plain opposite the Red Sea, between Paran, and Tophel, and Laban, and Hazeroth, and Dizahab.
2 (There are eleven days' journey from Horeb by the way of Mount Seir unto Kadeshbarnea.)
3 And it came to pass in the fortieth year, in the eleventh month, on the first day of the month, that Moses spoke unto the children of Israel according unto all that the LORD had given him in commandment unto them,
4 after he had slain Sihon the king of the Amorites, who dwelt in Heshbon, and Og the king of Bashan, who dwelt at Ashtaroth in Edrei.
5 On this side of the Jordan in the land of Moab, began Moses to declare this law, saying,
