Because Syria, Ephraim, and the son of Remaliah
Not that there were three parties in the counsel and confederacy against Judah, only two, the kingdoms of Syria and Ephraim, or Israel; the king of the former is not mentioned at all, and the latter only as if he was the son of a private person, which is purposely done by way of contempt: have taken evil counsel against thee:
which is expressed in the next verse; saying;
as follows.

3 Then Yahweh said to Isaiah, "Go forth now to meet Ahaz, you, and Shear-jashub your son, at the end of the conduit of the upper pool, in the highway of the fuller's field;
4 and say to him, 'Take heed, and be quiet; don't be afraid, neither let your heart be faint, because of these two tails of smoking firebrands, for the fierce anger of Rezin and Syria, and of the son of Remaliah.
5 Because Syria, Ephraim, and the son of Remaliah, have purposed evil against you, saying,
6 "Let us go up against Judah, and vex it, and let us make a breach therein for us, and set up a king in the midst of it, even the son of Tabeel;"
7 thus says the Lord Yahweh, "It shall not stand, neither shall it happen."
