Isaiah 28:16-22 NIV

16 So this is what the Sovereign LORD says: "See, I lay a stone in Zion,1 a tested stone,2 a precious cornerstone for a sure foundation;3 the one who trusts will never be dismayed.4
17 I will make justice5 the measuring line and righteousness the plumb line;6 hail7 will sweep away your refuge, the lie, and water will overflow8 your hiding place.
