As a cage is full of birds, so are their houses full of deceit: therefore they are become great, and waxen rich.

This is, without doubt, a reference to a decoy or trap-cage, as Dr. Blayney renders; in which fowlers place several tame birds, to decoy the others into the snare prepared for them.
