1 I say [the] truth in Christ, I lie not, my conscience bearing witness with me in [the] Holy Spirit,

I am in Christ, and I am telling you the truth; I do not lie. My conscience is ruled by the Holy Spirit, and it tells me I am not lying.
2 that I have great grief and uninterrupted pain in my heart,
2
I have great sorrow and always feel much sadness.
3 for I have wished, I myself, to be a curse from the Christ for my brethren, my kinsmen, according to flesh;

I wish I could help my Jewish brothers and sisters, my people. I would even wish that I were cursed and cut off from Christ if that would help them.
4 who are Israelites; whose [is] the adoption, and the glory, and the covenants, and the law-giving, and the service, and the promises;

They are the people of Israel, God's chosen children. They have seen the glory of God, and they have the agreements that God made between himself and his people. God gave them the law of Moses and the right way of worship and his promises.
5 whose [are] the fathers; and of whom, as according to flesh, [is] the Christ, who is over all, God blessed for ever. Amen.

They are the descendants of our great ancestors, and they are the earthly family into which Christ was born, who is God over all. Praise him forever! Amen.
6 Not however as though the word of God had failed; for not all [are] Israel which [are] of Israel;

It is not that God failed to keep his promise to them. But only some of the people of Israel are truly God's people,
7 nor because they are seed of Abraham [are] all children: but, In Isaac shall a seed be called to thee.

and only some of Abraham'sn descendants are true children of Abraham. But God said to Abraham: "The descendants I promised you will be from Isaac."
8 That is, [they that are] the children of the flesh, these [are] not the children of God; but the children of the promise are reckoned as seed.

This means that not all of Abraham's descendants are God's true children. Abraham's true children are those who become God's children because of the promise God made to Abraham.
9 For this word [is] of promise, According to this time I will come, and there shall be a son to Sarah.

God's promise to Abraham was this: "At the right time I will return, and Sarah will have a son."
10 And not only [that], but Rebecca having conceived by one, Isaac our father,

And that is not all. Rebekah's sons had the same father, our father Isaac.
11 [the children] indeed being not yet born, or having done anything good or worthless (that the purpose of God according to election might abide, not of works, but of him that calls),

12 it was said to her, The greater shall serve the less:

But before the two boys were born, God told Rebekah, "The older will serve the younger." This was before the boys had done anything good or bad. God said this so that the one chosen would be chosen because of God's own plan. He was chosen because he was the one God wanted to call, not because of anything he did.
13 according as it is written, I have loved Jacob, and I have hated Esau.

As the Scripture says, "I loved Jacob, but I hated Esau."
14 What shall we say then? [Is there] unrighteousness with God? Far be the thought.

So what should we say about this? Is God unfair? In no way.
15 For he says to Moses, I will shew mercy to whom I will shew mercy, and I will feel compassion for whom I will feel compassion.

God said to Moses, "I will show kindness to anyone to whom I want to show kindness, and I will show mercy to anyone to whom I want to show mercy."
16 So then [it is] not of him that wills, nor of him that runs, but of God that shews mercy.
16
So God will choose the one to whom he decides to show mercy; his choice does not depend on what people want or try to do.
17 For the scripture says to Pharaoh, For this very thing I have raised thee up from amongst [men], that I might thus shew in thee my power, and so that my name should be declared in all the earth.

The Scripture says to the king of Egypt: "I made you king for this reason: to show my power in you so that my name will be talked about in all the earth."
18 So then, to whom he will he shews mercy, and whom he will he hardens.
18
So God shows mercy where he wants to show mercy, and he makes stubborn the people he wants to make stubborn.
19 Thou wilt say to me then, Why does he yet find fault? for who resists his purpose?

So one of you will ask me: "Then why does God blame us for our sins? Who can fight his will?"
20 Aye, but thou, O man, who art *thou* that answerest again to God? Shall the thing formed say to him that has formed it, Why hast thou made me thus?

You are only human, and human beings have no right to question God. An object should not ask the person who made it, "Why did you make me like this?"
21 Or has not the potter authority over the clay, out of the same lump to make one vessel to honour, and another to dishonour?

The potter can make anything he wants to make. He can use the same clay to make one thing for special use and another thing for daily use.
22 And if God, minded to shew his wrath and to make his power known, endured with much long-suffering vessels of wrath fitted for destruction;

It is the same way with God. He wanted to show his anger and to let people see his power. But he patiently stayed with those people he was angry with -- people who were made ready to be destroyed.
23 and that he might make known the riches of his glory upon vessels of mercy, which he had before prepared for glory,
23
He waited with patience so that he could make known his rich glory to the people who receive his mercy. He has prepared these people to have his glory,
24 us, whom he has also called, not only from amongst [the] Jews, but also from amongst [the] nations?
24
and we are those people whom God called. He called us not from the Jews only but also from those who are not Jews.
25 As he says also in Hosea, I will call not-my-people My people; and the-not-beloved Beloved.

As the Scripture says in Hosea: "I will say, 'You are my people' to those I had called 'not my people.' And I will show my love to those people I did not love."
26 And it shall be, in the place where it was said to them, *Ye* [are] not my people, there shall they be called Sons of [the] living God.

"They were called, 'You are not my people,' but later they will be called 'children of the living God.' "
27 But Esaias cries concerning Israel, Should the number of the children of Israel be as the sand of the sea, the remnant shall be saved:

And Isaiah cries out about Israel: "The people of Israel are many, like the grains of sand by the sea. But only a few of them will be saved,
28 for [he] is bringing the matter to an end, and [cutting [it] short in righteousness; because] a cutting short of the matter will [the] Lord accomplish upon the earth.
28
because the Lord will quickly and completely punish the people on the earth."
29 And according as Esaias said before, Unless [the] Lord of hosts had left us a seed, we had been as Sodom, and made like even as Gomorrha.

It is as Isaiah said: "The Lord All-Powerful allowed a few of our descendants to live. Otherwise we would have been completely destroyed like the cities of Sodom and Gomorrah."
30 What then shall we say? That [they of the] nations, who did not follow after righteousness, have attained righteousness, but [the] righteousness that is on the principle of faith.

So what does all this mean? Those who are not Jews were not trying to make themselves right with God, but they were made right with God because of their faith.
31 But Israel, pursuing after a law of righteousness, has not attained to [that] law.

The people of Israel tried to follow a law to make themselves right with God. But they did not succeed,
32 Wherefore? Because [it was] not on the principle of faith, but as of works. They have stumbled at the stumblingstone,
32
because they tried to make themselves right by the things they did instead of trusting in God to make them right. They stumbled over the stone that causes people to stumble.
33 according as it is written, Behold, I place in Zion a stone of stumbling and rock of offence: and he that believes on him shall not be ashamed.

As it is written in the Scripture: "I will put in Jerusalem a stone that causes people to stumble, a rock that makes them fall. Anyone who trusts in him will never be disappointed."
