Leviticus 23:26

And the Lord spake unto Moses
This phrase, which is a kind of preface to each precept, seems to be used to distinguish one from another, as the preceding one from the feast of Pentecost; and here, the day of atonement from that of the blowing of the trumpets; and afterwards, the feast of tabernacles from the day of atonement; the reason why it is not used before the feast of Pentecost seems to be, because, as Aben Ezra observes, that depended upon the wave sheaf, and was reckoned from it:

Leviticus 23:26 In-Context

24 Say to the Israelites: On the first day of the seventh month, you will have a special rest, a holy occasion marked by a trumpet signal.
25 You must not do any job-related work, and you must offer a food gift to the LORD.
26 The LORD said to Moses:
27 Note that the tenth day of this seventh month is the Day of Reconciliation. It will be a holy occasion for you. You must deny yourselves and offer a food gift to the LORD.
28 You must not do any work that day because it is a Day of Reconciliation to make reconciliation for you before the LORD your God.
