I hate them with perfect hatred
Heartily and really; not in word only, but in deed and in truth; "odio vatiniano", with consummate hatred: this is an answer to his own question;

I count them mine enemies;
being the enemies of God: the friends of God were David's friends, as angels and good men, and God's enemies were his; their friends and enemies, were common; so closely allied and attached were they to each other, as God and all good men are.

20 who invoke You deceitfully. Your enemies swear [by You] falsely.
21 Lord, don't I hate those who hate You, and detest those who rebel against You?
22 I hate them with extreme hatred; I consider them my enemies.
23 Search me, God, and know my heart; test me and know my concerns.
24 See if there is any offensive way in me; lead me in the everlasting way.
