&c.] Which always went along with the burnt offering:

mingled with the fourth part of an hin of beaten oil:
which in those times and countries was used instead of butter; and fine flour and this mingled together made a "minchah", or bread offering, as it should rather be called; of the measures used, (See Gill on Exodus 29:40).

Numbers 28:5 In-Context

3 Tell them, This is the Fire-Gift that you are to present to God: two healthy yearling lambs each day as a regular Whole-Burnt-Offering.
4 Sacrifice one lamb in the morning, the other in the evening,
5 together with two quarts of fine flour mixed with a quart of olive oil for a Grain-Offering.
6 This is the standard Whole-Burnt-Offering instituted at Mount Sinai as a pleasing fragrance, a Fire-Gift to God.
7 The Drink-Offering that goes with it is a quart of strong beer with each lamb. Pour out the Drink-Offering before God in the Sanctuary.
