13 As for Hannah, she was speaking in her heart, only her lips were moving, but her voice was not heard. So Eli thought she was drunk.
25 "If one man sins against another, God will mediate for him; but if a man sins against the LORD , who can intercede for him?" But they would not listen to the voice of their father, for the LORD desired to put them to death.

7 The LORD said to Samuel, "Listen to the voice of the people in regard to all that they say to you, for they have not rejected you, but they have rejected Me from being king over them.
9 "Now then, listen to their voice; however, you shall solemnly warn them and tell them of the procedure of the king who will reign over them."
19 Nevertheless, the people refused to listen to the voice of Samuel, and they said, "No, but there shall be a king over us,
22 The LORD said to Samuel, "Listen to their voice and appoint them a king." So Samuel said to the men of Israel, "Go every man to his city."
4 Then the messengers came to Gibeah of Saul and spoke these words in the hearing of the people, and all the people lifted up their voices and wept.

17 "Is it not the wheat harvest today? I will call to the LORD , that He may send thunder and rain. Then you will know and see that your wickedness is great which you have done in the sight of the LORD by asking for yourselves a king." 18 So Samuel called to the LORD , and the LORD sent thunder and rain that day; and all the people greatly feared the LORD and Samuel.
14 But Samuel said, "What then is this bleating of the sheep in my ears, and the lowing of the oxen which I hear?"
19 "Why then did you not obey the voice of the LORD , but rushed upon the spoil and did what was evil in the sight of the LORD ?" 20 Then Saul said to Samuel, "I did obey the voice of the LORD , and went on the mission on which the LORD sent me, and have brought back Agag the king of Amalek, and have utterly destroyed the Amalekites.
22 Samuel said, "Has the LORD as much delight in burnt offerings and sacrifices As in obeying the voice of the LORD ? Behold, to obey is better than sacrifice, And to heed than the fat of rams.
24 Then Saul said to Samuel, "I have sinned; I have indeed transgressed the command of the LORD and your words, because I feared the people and listened to their voice.
6 Saul listened to the voice of Jonathan, and Saul vowed, "As the LORD lives, he shall not be put to death."
16 When David had finished speaking these words to Saul, Saul said, "Is this your voice, my son David?" Then Saul lifted up his voice and wept.
17 Then Saul recognized David's voice and said, "Is this your voice, my son David?" And David said, "It is my voice, my lord the king."
12 When the woman saw Samuel, she cried out with a loud voice; and the woman spoke to Saul, saying, "Why have you deceived me? For you are Saul."
18 "As you did not obey the LORD and did not execute His fierce wrath on Amalek, so the LORD has done this thing to you this day.
21 The woman came to Saul and saw that he was terrified, and said to him, "Behold, your maidservant has obeyed you, and I have taken my life in my hand and have listened to your words which you spoke to me. 22 "So now also, please listen to the voice of your maidservant, and let me set a piece of bread before you that you may eat and have strength when you go on your way."
4 Then David and the people who were with him lifted their voices and wept until there was no strength in them to weep.
