But it is not as though 1the word of God has failed. 2For they are not all Israel who are descended from Israel ;
7
nor are they all children 3because they are Abraham's adescendants, but: "b4THROUGH ISAAC YOUR cDESCENDANTS WILL BE NAMED."

That is, it is not the children of the flesh who are 5children of God, but the 6children of the promise are regarded as ddescendants.

For this is the word of promise : "7AT THIS TIME I WILL COME, AND SARAH SHALL HAVE A SON."

8And not only this, but there was 9Rebekah also, when she had conceived twins by one man, our father Isaac ;
11
for though the twins were not yet born and had not done anything good or bad, so that 10God's purpose according to His choice would estand, not fbecause of works but gbecause of Him who calls,

it was said to her, "11THE OLDER WILL SERVE THE YOUNGER."

Just as it is written, "12JACOB I LOVED, BUT ESAU I HATED."

13What shall we say then ? 14There is no injustice with God, is there? 15May it never be!

For He says to Moses, "16I WILL HAVE MERCY ON WHOM I HAVE MERCY, AND I WILL HAVE COMPASSION ON WHOM I HAVE COMPASSION."

So then it does not depend on the man who wills or the man who 17runs, but on 18God who has mercy.
