Leviticus 9:17

And he brought the meat offering
Made of fine flour, with oil and frankincense put upon it, see ( Leviticus 2:1 ) and took a handful thereof, and burnt [it] upon the altar;
see ( Leviticus 2:2 Leviticus 2:3 ) beside the burnt sacrifice of the morning;
the daily morning sacrifice, which was not to be omitted on account of these extraordinary sacrifices, both for the priest and for the people; or "after the burnt sacrifice of the morning"; for no sacrifice was offered up before that: so Jarchi.

15 After that, he presented the people's offerings. He took the goat that was to be offered for the people's sins, killed it, and offered it, as he had done with his own sin offering.
