Exodus 12:43

And the Lord said unto Moses and Aaron
At the same time he acquainted them with the above things: this is the ordinance of the passover;
as before delivered, and these the laws and rules, according to which it is to be observed, as now related, both with respect to the lamb, and to the unleavened bread; and the following is an account of the persons that were to partake of it: there shall no stranger eat thereof,
one that is of another country, an entire Heathen, and unacquainted with, and does not profess the Jewish religion, which was the religion of God.

41 on the very day the four hundred thirty years ended, the Lord's divisions of people left Egypt.
42 That night the Lord kept watch to bring them out of Egypt, and so on this same night the Israelites are to keep watch to honor the Lord from now on.
43 The Lord told Moses and Aaron, "Here are the rules for Passover: No foreigner is to eat the Passover.
44 If someone buys a slave and circumcises him, the slave may eat the Passover.
45 But neither a person who lives for a short time in your country nor a hired worker may eat it.
