1 Woe to thee that dost spoil, and thou <em>wast</em> not spoiled; and dost deal treacherously, and they did not deal treacherously with thee! When thou shalt cease to spoil, thou shalt be spoiled; <em>and</em> when thou shalt make an end to dealing treacherously, they shall deal treacherously with thee.

Woe to you, destroyer, you who have not been destroyed! Woe to you, betrayer, you who have not been betrayed! When you stop destroying, you will be destroyed; when you stop betraying, you will be betrayed.
2 O LORD, have mercy on us; we wait for thee: <em>thou</em> wert the strength of thy people in the beginning, be also our saving health in the time of tribulation.

LORD, be gracious to us; we long for you. Be our strength every morning, our salvation in time of distress.
3 At the noise of the tumult the peoples fled; at the lifting up of thyself the Gentiles were scattered.

At the uproar of your army, the peoples flee; when you rise up, the nations scatter.
4 And your spoil shall be gathered <em>like</em> the gathering of the caterpillar: as the running to and fro of locusts shall he run upon them.

Your plunder, O nations, is harvested as by young locusts; like a swarm of locusts people pounce on it.
5 The LORD shall be exalted; he who dwells on the heights: <em>for</em> he has filled Zion with judgment and righteousness.

The LORD is exalted, for he dwells on high; he will fill Zion with his justice and righteousness.
6 And in thy times wisdom and knowledge, and the strength of salvation shall reign: the fear of the LORD <em>shall be</em> his treasure.

He will be the sure foundation for your times, a rich store of salvation and wisdom and knowledge; the fear of the LORD is the key to this treasure.
7 Behold, their ambassadors shall cry without: the messengers of peace shall weep bitterly.

Look, their brave men cry aloud in the streets; the envoys of peace weep bitterly.
8 The highways shall be broken down; the travellers shall cease; he has broken the covenant; he has despised the cities; he does not regard man.

The highways are deserted, no travelers are on the roads. The treaty is broken, its witnesses are despised, no one is respected.
9 The earth mourns <em>and</em> languishes: Lebanon is ashamed <em>and</em> hewn down: Sharon is like a wilderness; and Bashan and Carmel were shaken.

The land dries up and wastes away, Lebanon is ashamed and withers; Sharon is like the Arabah, and Bashan and Carmel drop their leaves.
10 Now I will rise up, saith the LORD; now I will be exalted; now I will be lifted up.

“Now will I arise,” says the LORD. “Now will I be exalted; now will I be lifted up.
11 Ye shall conceive chaff, ye shall bring forth stubble: your breath, <em>as</em> fire, shall devour you.

You conceive chaff, you give birth to straw; your breath is a fire that consumes you.
12 And the peoples shall be <em>as</em> the burnings of lime: <em>as</em> thorns cut up they shall be burned in the fire.

The peoples will be burned to ashes; like cut thornbushes they will be set ablaze.”
13 Hear, ye <em>that are</em> far off, what I have done; and, ye <em>that are</em> near, acknowledge my might.

You who are far away, hear what I have done; you who are near, acknowledge my power!
14 The sinners in Zion are afraid; fearfulness has surprised the hypocrites. Who among us shall dwell with the devouring fire? Who among us shall dwell with eternal flames?

The sinners in Zion are terrified; trembling grips the godless: “Who of us can dwell with the consuming fire? Who of us can dwell with everlasting burning?”
15 He that walks in righteousness, he that speaks uprightly; he that despises the gain of violence, he that shakes his hands from receiving bribes; he that stops his ears to not hear of blood; he who shuts his eyes to not see evil;

Those who walk righteously and speak what is right, who reject gain from extortion and keep their hands from accepting bribes, who stop their ears against plots of murder and shut their eyes against contemplating evil—
16 he shall dwell upon the high places: fortresses of rocks shall be his place of refuge: bread shall be given him; his waters <em>shall be</em> sure.

they are the ones who will dwell on the heights, whose refuge will be the mountain fortress. Their bread will be supplied, and water will not fail them.
17 Thine eyes shall see the king in his beauty: they shall behold the land that is very far off.

Your eyes will see the king in his beauty and view a land that stretches afar.
18 Thine heart shall imagine the terror. Where <em>is</em> the scribe? Where <em>is</em> the receiver <em>of tribute</em>? Where <em>is</em> he that counted the towers?

In your thoughts you will ponder the former terror: “Where is that chief officer? Where is the one who took the revenue? Where is the officer in charge of the towers?”
19 Thou shalt not see that fierce people, a people of a darker speech than thou can perceive; of a stammering tongue, <em>that thou can</em> not understand.

You will see those arrogant people no more, people whose speech is obscure, whose language is strange and incomprehensible.
20 Thou shalt see Zion, the city of our solemnities: thine eyes shall see Jerusalem a quiet habitation, a tabernacle <em>that</em> shall not be taken down; not one of its stakes shall ever be removed, neither shall any of its cords be broken.

Look on Zion, the city of our festivals; your eyes will see Jerusalem, a peaceful abode, a tent that will not be moved; its stakes will never be pulled up, nor any of its ropes broken.
21 For the LORD shall surely be strong unto us there, a place of broad rivers <em>and</em> wide streams in which no galley with oars shall go, neither shall <em>any</em> great ship pass thereby.

There the LORD will be our Mighty One. It will be like a place of broad rivers and streams. No galley with oars will ride them, no mighty ship will sail them.
22 For the LORD <em>shall be</em> our judge, the LORD <em>shall be</em> our lawgiver, the LORD shall be our king; he himself will save us.

For the LORD is our judge, the LORD is our lawgiver, the LORD is our king; it is he who will save us.
23 Thy tacklings are loosed; they did not strengthen well their mast, nor could they spread the sail: {Heb. banner}: then the prey of a great spoil shall be divided; <em>even</em> the lame shall take prey.

Your rigging hangs loose: The mast is not held secure, the sail is not spread. Then an abundance of spoils will be divided and even the lame will carry off plunder.
24 And the inhabitant shall not say, I am sick: the people that dwell therein <em>shall be</em> absolved from sin.

No one living in Zion will say, “I am ill”; and the sins of those who dwell there will be forgiven.
