8–11 Moab also, together with Seir (Edom), had insulted Judah, saying it was like all the other pagan nations56 (verse 8). Therefore Moab would be given to the people of the East, the Babylonians (verse 10). Moab was east of the Dead Sea and just south of Ammon. God’s ultimate desire for the Moabites was that they, too, come to know that He was the Lord57 (verse 11).
A Prophecy Against Edom (25:12–14)
12–14 Edom was located just south of Moab and Judah. Edom took revenge on Judah (verse 12) by not helping the Jewish refugees fleeing from Nebuchadnezzar58 (see Obadiah 9–14). Therefore, the Lord would take vengeance on Edom by the hand of [His] people Israel (verse 14). Initial vengeance was taken by Nebuchadnezzar; final “vengeance”, many believe, will take place in the Messianic age when Israel takes possession of Edom (Isaiah 11:13–14; Amos 9:11–12).
A Prophecy Against Philistia (25:15–17)
15–17 The Philistines were ancient enemies of Israel who lived along the Mediterranean coast west of Judah. They continued to be hostile to Judah right up until its last days; therefore, they too would be judged by the Lord.59
